Failed process of EAC Customs Union implementation

Some media reports and complaints from businessmen indicate that some East African Community Partner States have failed to heed to principles of a fully fledged Customs Union and continue to charge tariffs thus hampering free movement of goods within the region. How best can we ensure that EAC Partner States follow to the letter principles fo EAC integration?
